＜目次＞クルマの燃費とは、「走行するためにどれだけの燃料を消費するか」を表したものだ。これは、見方を変えれば二酸化炭素の排出量に換算できる。つまり、「いかに二酸化炭素を排出しないで走行できるか」が、これからのクルマの価値指標の1つになる。 地球温暖化や大気汚染の問題を考えれば、クルマは低燃費であるほどよい。それは誰でも分かっていることだ。パワートレイン（駆動装置）やクルマのdevelopment、生産に携わるエンジニアにとっても、その方向性は当然のことだと理解されている。しかし、現実との乖離が大きすぎると、夢物語になってしまう。 そう述べるのには、もちろん根拠がある。ある会合で、とあるパワートレインdevelopment者が、筆者に次のような本音を語ってくれた。「欧州でこれから実施される燃費規制は、現実離れしている。とても実現できるとは思えないほど厳しすぎる」 トヨタがハイブリッド技術の特許を無償公開したのも、世界中の自動車メーカーから技術供与の問い合わせがあり、「自動車業界全体で、今後の燃費規制を乗り越えなければならない」という使命を感じたからだと言われている。もちろん、サプライヤーとしてのうまみも狙ってはいるだろうが、とにかくこれから実施される燃費規制の厳しさは、自動車メーカーにとっては異常なレベルなのである。 一方、世界最大の自動車市場である中国では、環境車の対象をEV（電気自動車）とPHV（プラグインハイブリッド自動車）、FCV（燃料電池自動車）に限っていたものを、HEV（ハイブリッド自動車）も含めるよう規制が緩和された。 その理由を「バッテリー供給が追い付かない懸念があるため」と分析している向きもあるが、理由はそれだけではないだろう。EVを増やしても、供給する電力を再生可能エネルギーで賄えなければ、環境保全に貢献できない。それが分かっているから、規制を現実的なレベルへ引き下げたのではないか。このように、実効性の伴わない環境規制が現実的な内容へと修正されていくのも、また当然の流れなのだ。連載一覧▲ Close ▼ All display
EVは二酸化炭素排出はゼロだと考える人も、かなり減ってきたのではないだろうか。EVのメリットは、走行が静かで深夜電力を使えば電費（ガソリン車で言うところの燃費）も安いことだ。必ずしも二酸化炭素排出が少なく、地球環境に優しいとは限らない。 本連載でも以前に触れたが、EVのLCA（製造時から廃棄までの総二酸化炭素排出量）は、最近のエンジン車と比べて少ないとは言い切れないことが判明しつつあるのだ。関連記事 京都議定書を発端とする地球温暖化対策のための二酸化炭素排出規制は、地球環境を守るためには欠かせないはずだ。しかし、米国は議定書を離脱した。その他の参加国も、2012年までの第一約束期間の目標を達成したことになっているが、先進国の実態はクレジット（温室効果ガスの排出権を売買可能な形にしたもの）購入に依存している状況だ。EUは全体で見れば排出量でも実現しているが、国別で見れば先進国23カ国中11カ国しか、地力で排出量を削減し、目標値をクリアできていない。 シェールオイルやオイルサンドなど、原油採掘の新たな方法が次々と見つかったことで、可採年数（現在の生産が今後何年間可能か）という概念は消し飛んでしまった。「石油を大事に使う」のではなく、「なるべく使わないようにする」という方向へ考え方をシフトする──。このシフトは、地球環境のこれ以上の悪化を防ぐために非常に重要なことといえる。ここ数年、エンジンの熱効率を高める技術が急速に進歩しているのも、こうした背景があるからだろう。【次ページ】ここ数年、毎年のように熱効率を高め続けるエンジン技術Recommended article
